A.P. "Tony" Ciardo
General Manager and Chief Executive Officer
Employed as a Field Maintenance crew member in April, 1984, Mr. Ciardo became the Field
Maintenance Manager in September of that same year. In January 1999, he was promoted to the
position of General Manager. Mr. Ciardo holds a license in Surface Water Treatment and a
Wastewater Treatment license from the State of Texas. He also has a Customer Service Inspection
certification. He has attended Management and Funds Investment courses along with classes on
chemical handling, work safety, fire hydrant maintenance and others.
Mr. Ciardo is a member of the Texas Water Utilities Association, American Water Works Association,
the Cedar Creek Optimist Club, and serves as a Director on both the Tom Finley Park Board and the
Henderson County Emergency Service District No. 4.

Wanda F. Sanders
Office Manager
Ms. Sanders was employed by the District in October of 1985 as Bookkeeper. She was promoted to
Office Manager in March 1988 but continued as Bookkeeper until 1990. At that time, she took over
secretarial duties for the General Manager and Board of Directors. Ms. Sanders holds a Customer
Service Professional certification and has attended schools on Management and Customer Service
Relations and has attended Office Professional Conferences and Secretary of State Election
schools.
Ms. Sanders is a member of the Texas Water Utilities Association, the Cedar Creek Optimist Club,
and the Tom Finley Park Board.

Kenneth L. Wright
Field Maintenance Manager
Mr. Wright was employed in March, 1988 as a Field Maintenance Crew member. In December 1994,
he was promoted to Assistant Field Maintenance Manager and in January 1999 he became Field
Maintenance Manager. Mr. Wright holds Class C Surface Water Treatment and Class C Wastewater
Treatment licenses from the State of Texas. He also has Customer Service Inspection certification.
He has attended courses on chemical handling, water utility safety, work safety and utility
management.
Mr. Wright is a member of Texas Water Utilities Association.

Jack A. Kile
Plant Manager

Mr. Kile was employed in July, 2000 as a Field Maintenance Crew member. He was promoted to
Assistant Field Maintenance Manager in January, 2001 and then to Plant Manager in October 2003.
Mr. Kile holds a Class B Surface Water Treatment license, B Wastewater license, and a Customer Service Inspector license, Backflow Assembly license. Mr Kile has attended courses in Utilility Management ,and Advanced utility management, Chemical Safety and Handling, Water Labratory, and Wastewater Laboratory.
Mr. Kile is a member of Texas Water Utilities Association, American Water Works Association and resides as President for the local TWUA District.
